Haas started the round with a five-shot lead and was at 17-under through five holes on Sunday when the Augusta Pines Golf Club course was declared unplayable.
The win marked the sixth career Champions Tour title and fourth of the season for Haas, who vaulted past Loren Roberts into first place in the Charles Schwab Cup race.
Haas finished with a 36-hole total of 16-under 128, Bruce Lietzke and Tom Purtzer tying for second place at 11-under 133.
It was the second week in a row that a Champions Tour event had ended after just two rounds.
Tom Jenkins won his seventh career Champions Tour victory in the rain-shortened SAS Championship last week.
Haas would have been tough to catch, however, even if rain had not intervened.
His five-stroke advantage was the largest on tour after two rounds since Jim Ahern had a six-shot lead after 36 holes at the 2003 Music City Championship in Nashville.
